Does anybody remember these commercials or PSAs? - bound women with chain and metal

These are two of the advertising or public service ads I remember from 1993 to 1997 to see on my local station. These are two of my enduring childhood memories. I doubt that anyone can remember so that I can, but that's what I remember:

The first announcement was a woman being bound by the shackles of the body. I mean, it looked as if she was there, and then these chains are coiled around her like a flash. His whole body was in chains, like a mummy of a kind, it was a terrible thing.

The second was a girl in his room. His house was flooded and was pulled under water. It was the struggle against the floods, but finally drowned. I thought it was very sad. (Probably something to do with insurance against floods.)

If there is someone out there who remember these ads? If so, you know what to remind everyone about herself when she came on TV?
